Part M Continuing Airworthiness Differences Course (DCA Malaysia versus EASA Part M / SEARIF Part M)

This course provides participants with an overview of the differences between DCA Malaysia Part M, and both EASA Part M and SEARIF(South East Asia Regional Initiative Forum) Part M.

This course is designed for participants who have previously attended the full EASA Part M including SEARIF Part M course and now need to understand the differences specific to Malaysia following the publication of Airworthiness Notices (AN 6101 and AN 6102).

Members of SEARIF are the aviation authorities of Brunei, Cambodia, Indonesia, Malaysia, Singapore and Thailand.

By the end of this course, participants will demonstrate an understanding of the following:

• The relevance of DCAM Airworthiness Notices 6101 (Part M) and 6102 (Subpart G) (Continuing  Airworthiness Management)
• DCA Malaysia Provisional Approval for Subpart G and obtaining the full approval
• Differences between the EASA / SEARIF Part M subparts and the DCA Malaysia Airworthiness Notices

This course is suitable for individuals working in, or with oversight of the continuing Airworthiness Management of all aircraft types, and Organisations that hold a DCA Malaysia Approval for Continuing Airworthiness and/or for Maintenance. It is equally suitable for both commercial and non‐commercial owners and operators.

Participants should have previously attended an EASA Part M or SEARIF Part M course in order to have the foundation to appreciate this one day differences course. 

• Brief introduction to EASA, SEARIF DCAM
• Airworthiness and Continuing Airworthiness concepts
• EASA, SEARIF Part M and DCA Part M overview, its Subparts

Pre-requisites & Preparation:

• Participants should have experience in Continuing Airworthiness or Maintenance Management
• Participants preferably should have attended an EASA or SEARIF Part M course
• Participants should review the Part M course notes / handouts and preferably bring them for reference and guidance. A review of DCA Malaysia Part M as contained in Airworthiness Notices 6101 and 6102 would be advantageous

Mr. Devan Ramasamy, Airworthiness Surveyor

Devan is an Airworthiness Surveyor working with the UK Civil Aviation Authority (UK CAA), Safety Regulation Group. He has been with the UK CAA for fifteen years and has been based in regional offices in the UK where he provided avionics support in addition to his role as an Airworthiness Surveyor. His duties have included the survey of aircraft for issuing Certificate of Airworthiness / Airworthiness Release Certificates and regulatory oversight of Part 145/Part 21/Part M subpart G organisations.Devan was selected to be an EASA Inspector to carry out standardisation audits of Competent Authorities within Europe. He worked for the General Civil Aviation Authority of the United Arab Emirates from Nov 2009 to March 2012 where he was involved in the introduction of CAR M (similar to EASA Part M) and the training of GCAA Inspectors in CAR 145/CAR M and other ICAO regulatory functions. As result of his experience, he was tasked with the oversight of a major airline and a highly prestigious air operator within the region.Prior to joining the UK CAA in 1998, Devan was a Licensed Engineer (Avionics) with airlines/MROs based in the UK and overseas before becoming a Quality Engineer in 1989. His last position before joining the CAA was as a Quality Manager for a major airline. He currently holds an EASA Part 66 Licence (categories B1/B2/C).Devan is a Member of the Royal Aeronautical Society and an Incorporated Engineer with the Engineering Council of the United Kingdom.
