EASA Part M, including SEARIF Part M Continuing Airworthiness and DCA Malaysia Part M (AN 6101 & AN 6102)

This course provides participants with an introduction to EASA Part M including SEARIF (South East Asia Regional Initiative Forum) Part M and the DCA Malaysia Part M (as contained in Draft ANs 6101 and 6102).

It provides an overview of EASA Part M, SEARIF Part M and DCA Malaysia Part M, its Subparts and guidance material. Member States of SEARIF are the aviation authorities of Brunei, Cambodia, Indonesia, Malaysia, Singapore and Thailand. DCA Part M is applicable to Operators/Organisations located in Malaysia.

By the end of this course, participants will have a broad understanding of the following:-

• The relevance of Subpart G (Continuing Airworthiness Management) and Subpart I (Airworthiness Review Certificates or Airworthiness Review Reports) as appropriate to their aircraft and individual roles
• Part M implementation, risk and issue identification, including mitigation measures
• How these regulations might be implemented in their related fields

This course is suitable for individuals working in, or with oversight of the Continuing Airworthiness  Management of all aircraft types. It is equally suitable for both commercial and non‐commercial owners and operators.

This course is only an overview, it does not go into details of the various sub-parts or paras which the full 2 days course covers.  

• Introduction to high-level applicable regulations, including the role of EASA and continuing airworthiness, including reference to SEARIF and DCAM Part M (as contained in Airworthiness Notices 6101 and 6102)
• Airworthiness and Continuing Airworthiness concepts
• Overview of Subparts B, C, D, E, F, G, H and I

Pre-requisites & Preparation:

• Participants should have experience in Continuing Airworthiness or Maintenance Management
• Participants should review the EASA Part M regulation and its Subparts
• Participants attending from SEARIF Member States should review the SEARIF Document
• Participants attending from Malaysia should review the Airworthiness Notices 6101 and 6102

Mr. Devan Ramasamy, Airworthiness Surveyor

Devan is an Airworthiness Surveyor working with the UK Civil Aviation Authority (UK CAA), Safety Regulation Group. He has been with the UK CAA for fifteen years and has been based in regional offices in the UK where he provided avionics support in addition to his role as an Airworthiness Surveyor. His duties have included the survey of aircraft for issuing Certificate of Airworthiness / Airworthiness Release Certificates and regulatory oversight of Part 145/Part 21/Part M subpart G organisations.

Devan was selected to be an EASA Inspector to carry out standardisation audits of Competent Authorities within Europe. He worked for the General Civil Aviation Authority of the United Arab Emirates from Nov 2009 to March 2012 where he was involved in the introduction of CAR M (similar to EASA Part M) and the training of GCAA Inspectors in CAR 145/CAR M and other ICAO regulatory functions. As result of his experience, he was tasked with the oversight of a major airline and a highly prestigious air operator within the region.

Prior to joining the UK CAA in 1998, Devan was a Licensed Engineer (Avionics) with airlines/MROs based in the UK and overseas before becoming a Quality Engineer in 1989. His last position before joining the CAA was as a Quality Manager for a major airline. He currently holds an EASA Part 66 Licence (categories B1/B2/C).Devan is a Member of the Royal Aeronautical Society and an Incorporated Engineer with the Engineering Council of the United Kingdom.
